A development budget is the first thing you have to put together when your script is finished. Along with the Executive Summary the investors want to see a development budget—that is,  the costs for the initial set up of an office, an assistant, a script breakdown, a storyboard, casting director, etc. This is an actual development budget made for the same film with a 1 million dollar budget.  It is in word format so you can custom it to your film.
